
The Ministry of Housing and Urban-Rural Development issued the ‘Opinions on Enhancing Housing Quality,’ emphasizing the transformation of real estate developers and construction enterprises into integrated service providers focused on high-quality housing. The aim is to streamline the entire industrial chain, including research and development, design, production, construction, decoration, operation, and services, fostering new productivity in the sector. Regions with established foundations will be selected to create industrial clusters spanning building materials, home furnishings, and appliances, innovating product systems and service models. Pilot programs aimed at cultivating new growth areas for green buildings will be launched, accelerating the enhancement and upgrading of green building standards to promote the healthy development of upstream and downstream industries.
The opinion proposes that by 2030, significant progress will be achieved in the initiative to improve housing quality. Standards, design, materials, construction, and operational maintenance levels will see substantial advancements. Affordable housing projects will lead the way in constructing high-quality homes, while commercial housing will better meet rigid and improved living needs. Notable progress will also be made in renovating older houses into high-quality dwellings.
The opinion highlights the acceleration of integrating the construction industry with advanced manufacturing technologies and next-generation information technology, promoting intelligent and green construction as well as prefabricated interior finishing over a wider scope. Efforts will focus on expanding digital technology applications in engineering, driving the full-process adoption of Building Information Modeling (BIM) in housing design, construction, and operations. Intelligent construction equipment will be widely adopted, alongside advancing building electrification through pilot projects integrating photovoltaic systems into architecture. Greater utilization of renewable energy sources will expedite the transformation of building energy structures.
Furthermore, steady progress will be made in redeveloping urban villages and dilapidated housing, continuing renovations of old residential communities in cities. Energy efficiency upgrades for existing housing will be implemented in a coordinated manner. Infrastructure such as gas, water supply, heating, drainage, and fire protection pipelines will undergo renewal, along with updates to residential water pressure boosting and storage facilities. Professional operation and maintenance will be enhanced by installing indoor gas safety devices and heating metering systems. Residents will be encouraged to independently upgrade their aging homes via methods like trade-in replacements, demolition and reconstruction, and modular construction techniques.
