A plan to build an apartment complex on a former industrial site was advanced by the Village of Patchogue this week.
Farmingville-based Kelly Builders and Development Group has partnered with Lindsey Chalifoux and Dick Blakeslee on the $20 million project that will bring 30 apartments to a 2.7-acre property on the Patchogue River. The site, off West Avenue and Mulford Street, was a former oil storage facility.
The village board closed the public hearing on the project Monday and is referring the application to Suffolk County Planning Commission. The development will still need site-plan approval from the village Planning Board before construction begins.

The proposed development, dubbed Admirals Point at Dutch Cove, calls for a three-story, 50,000-square-foot apartment building, a pocket park with walking access to the river and shared parking with an adjacent marina. Each apartment will have two bedrooms and two bathrooms, and monthly rents will likely start at $4,250.
The building, designed by Alex Badalamenti of Patchogue-based bld Architecture, consists of five staggered pods served by elevators with each pod having six apartments. The idea to create staggered pods is to break down the scale of the development.
“The building is reminiscent of the large estates and hotels that occupied the harbor fronts at the turn of the 19th and 20th centuries,” Badalamenti said. “The interior planning provides for modern lifestyle and the exteriors are true to their origins, utilizing buildings clapboard siding, traditional window trim, mullioned windows, balustrade balconies, stone base and shingled roofs.”
Developer Mike Kelly, principal of Kelly Builders and Development Group, said the site’s proximity to the river provided challenges for engineer, Matt Aylward and Wayne Muller of R&M Engineering, since the design had to ensure all rainfall remains on site and meets strict flood plain constraints.
Kelly is no stranger to building projects in Patchogue. When he was with Pulte Homes, he piloted the multifamily redevelopment known as Copper Beach and after forming his own firm, he built the complex called Riverwalk.
“Having worked in Patchogue Village for over 20 years, we look forward to another exciting redevelopment opportunity to further improve a historic village,” Kelly told LIBN.
Once all approvals are secured, Kelly said construction on his latest Patchogue project would start this fall with completion expected in 12 to 15 months.
