Rowland Homes’ proposed estate would be built off Arthur Lane and Roading Brook Road on green belt land.
The company says the development would help to address the council’s housing land supply shortfall, as it meets “grey belt land” tests.
Grey belt land, which came into effect last year, is land classified as green belt.
But grey belt land does not contribute to green belt core purposes, such as preventing urban sprawl or towns merging.
In a letter sent to residents, the developer said: “Rowland Homes invites you to take part in this public consultation before an outline planning application is submitted for the residential development.
“Following this public consultation, we will review the feedback received and feed this into the development of an outline planning application.”
Rowland Homes also says it has a strong reputation for building high-quality, sustainable family homes.
In the letter, the firm said the estate will include substantial public open space and central green, new footpaths from Arthur Lane to the countryside and a net gain for biodiversity.
Some have taken to social media to criticise the plans, with one claiming it would adversely affect residents living in Roading Brook Road.
Another disagreed with the development being on green belt land as well.
