Rob Blackwell, executive vice-president of development for Anthem Properties, said a combination of “erratic, unco-ordinated, confused, lagging, market-killing” policies from all levels of government, including Metro, are jeopardizing around 5,000 homes — a mix of condos, market rentals and below-market units — from his company alone.
