Wing Tai launches River Green from $2,846 psf — first new CCR condo in River Valley since 2021

Mainboard-listed property developer Wing Tai Holdings began the preview of its 524-unit River Green residential project on July 17. Located at River Valley Green, the development is adjacent to Great World MRT Station on the Thomson-East Coast Line (TEL).

Sales bookings for River Green are expected to commence on Aug 2.

Situated in prime District 9 within the Core Central Region (CCR), the 99-year leasehold development comprises a 36-storey residential tower with a rooftop terrace on the 37th floor. The project was designed by P&T Consultants, with STX Landscape Architects as the landscape designer.

According to Wing Tai, River Green is the first private residential development in Singapore to receive BCA’s Green Mark Platinum Super Low Energy certification, attaining all five sustainability badges: health and wellbeing, whole life carbon, maintainability, resilience and intelligence.

The developer estimates that rooftop solar panels could generate enough power to cover 30% of the project’s energy needs in the common areas. The basement car park spans multiple levels and offers 265 parking spaces, including 40 electric vehicle (EV) ready lots and 20 equipped with EV charging stations.

Maiden residential project in River Valley

River Green marks Wing Tai’s first residential project in the River Valley area. The developer is known for its upmarket and ultra-luxury developments in Singapore’s CCR.

Previous projects include the 43-unit luxury condo Le Nouvel Ardmore at Ardmore Park, the 147-unit L’Viv and 81-unit Newton 18 on Newton Road and the 176-unit Belle Vue Residences at Oxley Walk. “Wing Tai has consistently demonstrated a strong familiarity with and successful track record in developing projects within the CCR,” says Stacey Ow Yeong, head of marketing at Wing Tai Property Management.

Wing Tai’s most recently completed project is The M, a 522-unit development along Middle Road in the Beach Road-Bugis-Rochor area, considered part of the Rest of Central Region (RCR). The M is fully sold.

Its latest launch prior to River Green was The LakeGarden Residences, a 306-unit, 99-year leasehold project on Yuan Ching Road in Jurong Lake District. Launched in August 2023, the project is over 75% sold to date.

Prime sites via GLS

Wing Tai has actively pursued prime residential sites under the Government Land Sales (GLS) programme. It secured the River Valley Green (Parcel A) site in March 2023 with the highest of two bids at $464 million, or $1,325 psf per plot ratio (ppr).

“We recognised the site’s strong locational attributes and its potential to be transformed into a high-quality project that resonates with buyers, including accessibility to Great World MRT Station, proximity to the Singapore River and CBD, and nearby schools,” says Ow Yeong.

River Valley Green (Parcel B) was subsequently awarded to GuocoLand, which submitted a winning bid of $627.84 million ($1,420 psf ppr) when the tender closed in February 2025.

“Developers have reason to feel confident in the area, given the positive changes in recent years,” says Mark Yip, CEO of Huttons Asia. For instance, the Great World shopping mall underwent a major asset enhancement with a refreshed tenant mix. The opening of the Great World MRT Station on the TEL in November 2022 has also improved public transport connectivity, he adds.

Growing activity in the River Valley

Kelvin Fong, CEO of PropNex, notes that River Green is the first major new launch in River Valley since the debut of the 540-unit Irwell Hill Residences in April 2021.

Besides River Green, July 17 also marks the preview of Promenade Peak, a 596-unit project by Allgreen Properties at Zion Promenade in District 3 of the RCR. Despite the different districts, the projects are located near each other.

“In our view, River Green in the CCR and Promenade Peak in the RCR share attributes sought after by today’s homebuyers: central location, walking distance to MRT, and proximity to retail and F&B offerings,” says Fong.

Another launch is scheduled for July 19 — the 348-unit, 999-year leasehold Robertson Opus (the former Fraser Place), jointly developed by Frasers Property and Sekisui House. Also in prime District 9, it adds to the growing number of new launches in the area.

Efficient layouts, accessible pricing

River Green offers a mix of one- to four-bedroom units ranging from 420 to 980 sq ft. Units are outfitted with premium appliances from V-Zug and Liebherr, bathroom fit tings from Gessi and sanitaryware from Villeroy & Boch.

Two-bedroom configurations make up the bulk of the development (53%). Sizes range from 527 sq ft for typical layouts to 657 sq ft for two-bedroom plus study units. Three-bedroom units (20%) range from 786 to 883 sq ft, while one-bedroom and one-bedroom plus study units (20%) are 420 and 452 sq ft, respectively. Four-bedroom units (7%) are sized at 980 sq ft.

The indicative pricing for the units is as follows:

• One-bedders: From $1.2 million ($2,857 psf)
• Two-bedders: From $1.5 million ($2,846 psf)
• Two-bedroom premium: From $1.72 million ($2,852 psf)
• Three-bedders: From $2.25 million ($2,862 psf)
• Four-bedders: From $2.8 million ($2,857 psf)

“We aimed to balance spaciousness with efficiency to ensure the price points align with the budgets of local buyers,” says Ow Yeong. She notes that most young buyers in the CCR tend to have affordability ranges of $2 million to $3 million, often with parental support.

ERA Singapore CEO Marcus Chu says Wing Tai’s pricing strategy will resonate with aspiring local homebuyers who typically view CCR properties as unattainable. “As the price gap between the RCR and CCR has narrowed, new opportunities have emerged for Singaporeans to consider homes in the CCR,” he says.

Yip adds that some one-bedroom units in new RCR launches are priced around $1.4 million, higher than River Green’s starting price of $1.2 million for a CCR unit.

A wave of new supply and demand

Christine Sun, chief researcher and strategist at Realion Group, estimates that four new launches in the River Valley area in 2H2025 will bring 2,175 units to market — including River Green, Promenade Peak, Robertson Opus and Zyon Grand, a 706-unit joint venture between City Developments and Mitsui Fudosan (which also includes 373 long-stay serviced apartments).

Additional pipeline supply includes GuocoLand’s upcoming 455-unit project on Parcel B and a potential 470-unit development on Parcel C (currently on the Reserve List). Sun estimates that the total forthcoming supply in the precinct could reach about 3,100 units.

PropNex’s Fong expects River Green to attract a similar buyer profile as Promenade Peak, with a mix of investors and homeowners, including HDB upgraders from Havelock, Tiong Bahru, Redhill, Henderson and Telok Blangah.

“There’s quite a fair bit of new supply released over a short span,” Fong acknowledges, adding that concerns of oversupply are “understandable.” However, he sees the area as appealing due to the surrounding amenities, including five primary schools within 2km of River Green.

ERA’s Chu argues that successive launches do not necessarily lead to a glut. “We’ve seen it in places like Pasir Ris Grove, Punggol and most recently Lentor Hills, take-up has remained healthy,” he says. Each project in the River Valley-Zion Road corridor can appeal to different segments based on buyer preferences, lifestyle and budget.

Mohan Sandrasegeran, head of research and data analytics at SRI, adds that River Green’s green credentials could appeal to younger, eco-conscious buyers and families seeking a healthier living environment.

Comprehensive facilities

River Green’s facilities include a 50m lap pool, tennis court, gym, three function rooms, co-working space, barbecue and garden pavilions and a Sky Loft with bar facilities on the 37th floor.

A sheltered linkway will connect the condo directly to the Great World MRT Station and the adjoining shopping mall.

“Private residential supply in River Valley has historically been limited and well-absorbed,” says SRI’s Sandrasegeran. “The new launches will offer buyers more choices, while healthy competition may prompt developers to enhance value and introduce more competitive pricing or incentives.”
